Credit Bureau Indonesia and Indosat Strengthen Collaboration to Support

More Inclusive Credit Risk Assessment

PT Credit Bureau Indonesia (CBI), a licensed Lembaga Pengelola Informasi Perkreditan (LPIP) regulated and supervised by the Otoritas Jasa Keuangan (OJK), today announced a strategic collaboration with Indosat Ooredoo Hutchison (IOH) to support the development of a more inclusive and responsible credit assessment system in Indonesia.

This collaboration aims to address financial inclusion challenges, particularly for underserved and thin-file segments that lack sufficient formal credit history. Through an alternative insight-based approach, financial institutions are expected to improve the quality of decision-making while maintaining prudent risk management principles and expanding sustainable access to financing.

As part of this collaboration, CBI utilizes anonymized and aggregated analytical insights derived from telecommunications-related indicators, processed within a secure and privacy-preserving framework. No exchange of individual personal data takes place, and all processes are conducted in compliance with applicable regulations, including Indonesia’s Personal Data Protection Law (PDP) and OJK regulations.

The utilization of these insights forms part of the development of the Bureau Telco Score, which is fully developed, owned, and operated by CBI as a licensed LPIP. This serves as an alternative approach to credit risk assessment that complements conventional models. It enables financial institutions to assess creditworthiness more comprehensively, particularly for new-to-credit customers, MSMEs, and individuals with informal income, while upholding strong data governance practices.

This collaboration reflects Indosat Ooredoo Hutchison’s commitment to applying analytical technology within a secure and regulation-compliant framework to support more inclusive decision-making.

Meanwhile, CBI continues to strengthen its role within Indonesia’s credit information ecosystem through innovative approaches that prioritize regulatory compliance and data protection. This collaboration also enhances the quality of risk insights without compromising data security and privacy principles.

As the demand for more inclusive and data-driven credit assessments continues to grow, this collaboration reflects the industry’s efforts to balance innovation with responsibility. Through a privacy-first analytics approach, both parties are committed to supporting a more inclusive, transparent, and sustainable financial ecosystem in Indonesia.

“CBI is building the next generation of credit bureau infrastructure in Indonesia — one that is fast, reliable, and responsive to the needs of the digital economy. Our partnership with IOH strengthens our Bureau Telco Score and expands credit analysis coverage across regions and income segments that have traditionally been underserved, through a secure, responsible, and privacy-preserving approach. This provides financial institutions with better tools to responsibly serve the unbanked and underbanked population, while advancing Indonesia’s financial inclusion agenda,” said Anton Adiwibowo, President Director of Credit Bureau Indonesia.
