All Indonesia App for Hassle-Free International Arrivals

International arrivals from air and sea by Indonesian citizens and foreign nationals are required to utilise and complete the All Indonesia declaration starting 1st September 2025.
 

Tourism Minister Widiyanti Putri Wardhana emphasised that this newly launched application will greatly simplify the entire entry process for visiting Indonesia. All Indonesia serves as the official integrated arrival declaration system, combining services from four key agencies: Immigration, Customs, the Health Ministry, and the Indonesian Quarantine Agency.
 

It replaces the Electronic Customs Declaration (e-CD) previously managed by the Directorate General of Customs and Excise, as well as the SATUSEHAT platform from the Ministry of Health. It also consolidates the previously separate declarations required by the Indonesian Quarantine Agency and the Directorate General of Immigration.

“This innovation enhances convenience, comfort, and creates a memorable experience for travellers as they explore Indonesia’s natural beauty and rich cultural heritage,” she added in an official statement.

According to the Coordinating Minister for Infrastructure and Regional Development, Agus Harimurti Yudhoyono, the experience of arriving in Indonesia should be smooth. “But that doesn’t mean it should be lax. National security remains our top priority. The system must be truly secure.”

The integrated declaration system reduces the complexity of procedures at airports and seaports. He added, the form can be completed in approximately 2.5 minutes and submitted up to three days prior to arrival, helping expedite inspections at immigration checkpoints.

The trial phase of All Indonesia began on 26th August 2025, in collaboration with national carrier Garuda Indonesia. Currently, the system is implemented at four major international entry points:
 

- Soekarno-Hatta International Airport (Jakarta)

- Juanda International Airport (Surabaya)

- I Gusti Ngurah Rai International Airport (Bali)

- Batam International Seaport

Only on 1st October 2025 will All Indonesia be operational across all international airports and seaports in the country.

This move places Indonesia alongside countries, namely Singapore and Malaysia, which have already adopted similar digital entry systems — the Singapore Arrival Card (SGAC) and the Malaysian Digital Arrival Card (MDAC). A streamlined immigration and entry process not only improves a country's image but also enhances visitor experience — encouraging repeat visits and foreign investment.
 

Clarifying the scope of the app


Though the name All Indonesia suggests a comprehensive solution for pre-arrival requirements, it is important to note that the application does not encompass every aspect of entry preparation.
 

The All Indonesia platform serves as the official integrated arrival declaration system. Nonetheless, it doesn’t replace the requirement for a visa where applicable, nor does it include the Bali Tourism Tax Levy (in case travelling to Bali), which must be settled separately. These obligations remain independent of the digital arrivals card generated through the All Indonesia application.
 

Avoiding delays


International travellers are advised to complete the All Indonesia declaration three days prior to departure or from their point of origin to prevent congestion and ensure a smooth arrival. This includes visa-on-arrival payments, where applicable. A QR code will be generated upon completion, which must be saved and presented during immigration and customs inspection.

According to the Directorate General of Immigration’s official social media, below is a step-by-step guide to using the app:
 

1. Access the platform by visiting the official All Indonesia website or downloading the mobile application from the App Store or Google Play. Create an account and complete the registration process.
 

2. After registration, complete the comprehensive form covering immigration, customs, health, and quarantine requirements.
 

3. Once submitted, a QR code will be generated. Download and save this code to your device.
 

4. Present the saved QR Code to the inspecting officers. This code confirms your arrival declaration and serves as your clearance to enter Indonesia.
