CBI, XLSMART Join Forces to Strengthen Digital and Financial Inclusion in Indonesia

XLSMART will contribute insights derived from its nationwide mobile network and reach to further strengthen CBI's Bureau Telco Score

 

PT Credit Bureau Indonesia (CBI), the country’s largest credit bureau, today announced an expanded data partnership with PT XLSMART Telecom Sejahtera Tbk (XLSMART), one of Indonesia’s leading digital connectivity companies, deepening a collaboration that began in 2022 to support more inclusive and resilient digital and financial services across Indonesia.

 

Building on their established working relationship, XLSMART will contribute insights derived from its nationwide mobile network and reach to further strengthen CBI's Bureau Telco Score — a credit scoring solution that turns telco behaviour and credit attributes into one of lending decisions basis for financial institutions. This will improve the accuracy and depth of credit information and risk assessments—particularly for first-time borrowers, MSMEs, and individuals with limited financial history. Financial institutions will then be able to better understand customer risk, close data gaps, and responsibly extend credit to underserved and unbanked communities, including those in rural areas and informal income segments. 

 

The collaboration brings together two key forces in Indonesia’s digital ecosystem: XLSMART, through its nationwide connectivity, broad customer reach, and multi-brand portfolio across XL, AXIS, and SMARTFREN, continues to focus on innovation and inclusion through sustained investments in 4G/5G network quality and reliability; and CBI, Indonesia’s largest credit bureau, powered by modern, high-performance infrastructure that delivers sub-second response times, high availability, and resilient credit data services for financial institutions. 

 

Jointly developed with key partners like XLSMART, and fully operated by CBI, Bureau Telco Score is already available to financial institutions seeking to expand their lending reach responsibly: 
- Approve more borrowers — extend credit to thin-file and new-to-credit applicants that traditional bureau data cannot fully evaluate 
- Reduce early defaults — leverage real telco behaviour alongside credit attributes to lower early delinquency rates 
- Grow without compromise — expand lending volume without sacrificing margin, risk appetite, or portfolio quality

The data partnership reflects growing demand from financial institutions in Indonesia for fast, reliable, and up-to-date credit information for real-time credit decisioning. As Indonesia’s largest credit bureau by volume, CBI modernised its core infrastructure in 2025, introducing private deployment models and dual-active servers to eliminate downtime, enhance resilience, and deliver sub-second API response times.
